d56eee9687 BUG 2504: skeletons can learn. 
There was a mixup between the AI feature and the race capability, so I cleared up the code a little bit.
It's annoying that these flags are in the same int.

635ec6d6c6 Fix a crash in TARNE <race> 
this was complicated to test, and I had to rewrite how races and their names are registered by test_create_locale.

4e5f1d05ce Be very strict about C standards. 
Compile with -std=c89 in gcc.
remove all // comments (they are nice, but unnecessary).
variables only declared at start of block.
various pedantery.
backwards compatible va_copy for pre-C99 gcc.
