fix gcc build, forward-declare structs in the header.
...
MSVC allows structs to be declared in a function signature, gcc wants
to know about them earlier.

cleaning out config.c, there is too much code in there.
...
rules should be in their own modules. here:
upkeep is a concept all by itself, should have its own tests, etc.
movement code should be in move.c.
cleaning up some superfluous include directives.

the storage library does not understand unsigned at the moment, and using the highest order bit causes trouble
